The technology sector is cheap, trading at only about, roughly 13 times forward estimates. This is a significant discount to the sector's 15-year forward and 20-year trailing averages of 23 and 26, respectively, observes Stephen Leeb in The Cash Cow.

Meanwhile, the fundamental picture for the technology sector looks very promising. The improving economic picture is likely to accelerate capital spending in this sector, something that has been sorely needed since the crisis.

Corporate investment in technology, as a percentage of GDP, has fallen to a nearly 15-year low, and the average age of tech equipment at companies is particularly high. As the economy improves and corporate leaders conclusively exhale, this will undoubtedly change.

Meanwhile, the industry is lean, margins are strong, pricing pressure has largely abated, and tech companies are financially sound, precisely when a new capital spending upcycle is about to begin.

The fourth quarter has historically been good for tech stocks and equities in general. The S&P 500 (SPX) has averaged a 4.26% gain since 1980, with all ten sectors also averaging positive returns over that same time span.

    After a slow start last year, Bunge (BG) kicked it into high gear in the last six months, catching up with the S&P's performance by year-end. But if you missed the upside in this $12 billion agribusiness, never fear. The technicals indicate that Bunge has greener pastures ahead.

    That's because Bunge is currently forming an ascending triangle pattern, a bullish setup formed by horizontal resistance to the upside at $83 and uptrending support below shares. Basically, as Bunge bounces in between those two technical levels, it's getting squeezed closer and closer to a breakout above resistance. When that breakout above $83 happens, we've got our buy signal.

    From a technical perspective, ETE spiked higher here right off some near-term support at $63.90 with heavy upside volume. This move pushed shares of ETE into new 52-week high territory, since the stock took out some resistance at $66.97. At last check, ETE hit an intraday high of $67.90 with volume that was substantially above its three-month average action of 1.28 million shares.

    Traders should now look for long-biased trades in ETE as long as it's trending above support at $63.90 or above more support at $62 and then once it sustains a move or close above its new 52-week high at $67.90 with volume that's near or above 1.28 million shares. If we get that move soon, then ETE will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that move are $70 to $75.
