Although we don't believe in timing the market or panicking over market movements, we do like to keep an eye on big changes -- just in case they're material to our investing thesis.
What: Shares of biotechnologist Avanir Pharmaceuticals (NASDAQ: AVNR ) surged as high as 21% today after a European regulatory body recommended approval of is drug Nuedexta.
So what: The Committee for Medicinal Products for Human Use, or CHMP, recommended that Nuedexta be used to treat pseudobulbar affect, or PBA, in Europe, quickly triggering plenty of optimism over Avanir's revenue growth going forward. Unfortunately for Avanir bulls, however, the stock has drifted down steadily ever since the opening surge, suggesting that the news isn't as huge as investors initially thought.
Now what: The European Commission -- which has the final say on drug approval in Europe -- typically follows the recommendations of the CHMP, and usually comes to a decision within three months of the CHMP opinion. "We will continue to work with the European Medicines Agency and the European Commission toward the marketing authorization so that patients suffering from PBA have ready access to NUEDEXTA in Europe," said Chief Scientic Officer Dr. Joao Siffert. So while the stock remains just too risky for average Fools, speculative types might want to pounce on today's manic price action and buy into those prospects.

Advisors' Opinion:- [By Roger Conrad, Founder and Chief Editor, Capitalist Times]
Roger Conrad: Well, one that I read about actually in the very first issue of Conrad's Utility Investor is a company called Telefonica (TEF). This one is a company that has had a pretty tough several years.
- [By Dan Caplinger]
You can see the same trends among many individual European stocks. Telecom giant Telefonica (NYSE: TEF ) has big exposure to Latin America, but investors focus on its home country of Spain in limiting its gains. The same trend has affected French oil giant Total (NYSE: TOT ) , which shares the same exposure to energy projects around the world yet has been tarnished by its proximity to the crisis-ridden continent. By focusing on value rather than perception, you can get some great values when others are being irrational.
- [By Dan Caplinger]
Working with incomplete information is something markets are used to, though, despite the volatility that it can produce. AT&T (NYSE: T ) posted minimal gains after Spain's Telefonica (NYSE: TEF ) denied rumors that AT&T was looking to buy out the European telecom giant. With its already massive position in the U.S. wireless market, AT&T will have to look abroad for substantial growth opportunities. With Telefonica having chosen to cut its dividend temporarily in order to reallocate capital, a buyout might have been good news for its shareholders; Telefonica stock is up 3.5% despite its denial. Still, given the amount of money involved -- $93 billion, according to one report -- it would take a massive commitment to get the deal done.

Is Europe back?
Certainly, some of the enthusiasm about Europe has to do with the stabilization of economic prospects throughout the region. Germany, France, and Spain are still reporting sluggish GDP numbers, but some early signs suggest that the recession could already have hit bottom in many countries in Europe. Perhaps more importantly, just the fact that conditions on the continent haven't gotten markedly worse has seemed to bolster investor confidence. In particular, Spain's recovery has given investors in Telefonica (NYSE: TEF ) new hope that efforts to keep its telecom business strong not just in Europe but in Latin America as well could bear fruit.

Could this be the real deal this time? There's no denying that InvenSense has pretty solid technology, particularly as Samsung -- which typically uses the best components it can find -- has so extensively used InvenSense's products. That said, the iPhone 5s used the following MEMS components:
Three-axis accelerometer from Bosch Sensortech Three-axis gyroscope from STMicroelectronics (STM) Three-axis electronic compass from AKMFor InvenSense to displace Bosch (which managed to wrestle away the accelerometer socket from STMicroelectronics) and/or STMicroelectronics over at Apple, it is going to have to present a pretty compelling value proposition. Whether it can do so only the tear-downs will tell, but it is surprising -- particularly given how compelling InvenSense's products seem to be -- that the company hasn't won an iPhone socket to date.

STMicroelectronics (NYSE: STM ) and OmniVision (NASDAQ: OVTI ) are the two camera suppliers, and HTC is reportedly no longer considered a "tier one" manufacturer so it doesn't get priority any more. That implies that one of these image sensor specialists was giving HTC the cold shoulder in favor of bigger names.

After selling about $10.8 billion in assets throughout 2012, it looks as though Chesapeake Energy (NYSE: CHK ) is on track for more big sales in 2013. The company just announced this week that it plans to sell 98,000 acres in the Utica shale region of Ohio. Once the sale is completed, it will be the third large influx of capital this year, after the company inked $3.2 billion in joint ventures with Sinopec (NYSE: SHI ) and Total (NYSE: TOT ) this year.

For the largest oil companies, however, the story is much different. For them, even new discoveries that have opened up opportunities for oil fields that were thought to be entirely played out are relatively insignificant compared to the massive amounts of oil and gas that they currently produce. As a result, big oil stocks have to rely on innovation and asset purchases just to stay even with natural declines in existing-well output. During the first quarter, Exxon reported a 3.5% drop in production compared to the year-ago period, while France's Total (NYSE: TOT ) saw 2% production declines.

But the rising tide of US production at these price levels is also going to call into question the investment logic of even higher cost sources, such as Brazil's deep-water pre-salt reserves in the South Atlantic. If the US oil export ban falls—and I'm pretty sure it will—oil producers in high cost and infrastructure challenged regions—the Russia off-shore Arctic and some of the undeveloped reserves in Siberia—could well find it very difficult to raise the necessary—and huge—amounts of investment capital they'll need. I think we're already seeing evidence that the more hard nosed number crunchers in the oil industry—such as Norway's Statoil ((STO) in New York and (STL:NO) in Oslo) are already rethinking investments in high cost projects, such as Mozambique and the Trans-Anatolian Natural Gas Pipeline, that would bring natural gas from the Caspian Sea to Europe. Statoil and Total (TOT) recently decided not to exercise options to acquire 12% and 5% of the pipeline, respectively. Projected construction costs have climbed to $12 billion from $7.5 billion. (Statoil is a member of my Jubak's Picks portfolio.)

Advisors' Opinion:- [By WALLSTCHEATSHEET]
BP is an oil and gas company that supplies these products all around the world. The company is still hurting from the oil spill disaster witnessed three years ago and it is said that relief efforts could potentially cut into this year profits. The stock has not made much progress and is trading in a value range. Over the last four quarters, earnings and revenue figures have been mixed, however, investors in the company have been optimistic about what theye heard during these earnings reports. Relative to its peers and sector, BP has been a weak year-to-date performer. WAIT AND SEE what BP does in coming quarters.

On April 20, 2010 eleven men lost their lives, 10 of them with children, in the worst manmade environmental disaster in history. The ripple effect of the disaster began with these men and spread throughout the Gulf of Mexico. Now it's being felt in BP's (BP) wallet at an accelerating and alarming rate due to the business economic loss claims from its oil spill settlement.
